Whenever i make cookies i always put it on the lovest time and i pull it out of the oven. and let it dry so it only dries on the outside but not in the inside.

A mistake a lot of people make when baking cookies is leaving them in the oven to long. Try taking them out of the oven sooner and leave them on the cookie sheet for one minute before removing.
Also you might not like this idea, but try using some sour cream along with the milk. For example, if the recipe calls for one cup of milk, substitute 1/4 cup sour cream for 1/4 cup of the milk.
